الملخص: يكتسي التعليم أهمية بالغة ليكون المشروع الحضاري والتطوري لمستقبل الدولة الجزائرية الحديثة، ومدخلها النموذجي والعصري وخاصة أن هذا القطاع شهد العديد من التحولات على النسق الاجتماعي والتربوي والسياسي منذ الاستقلال إلى غاية تثبيته سنة 2003 بعد كل المحاولات الإصلاحية والتجريبية أين تم إقرار الإصلاح التربوي والولوج في مقاربة جديدة تسمى" المقاربة بالكفاءات" من أجل تنمية وترقية مدرسة الجمهورية؛ وبالرغم من الإمكانات البشرية والمادية التي توفرها الدولة لتطوير التعليم وتعزيزه بالتكنولوجيا العصرية إلا أن السياسة التعليمية من خلال المنهاج التربوي تقف أمام العديد من العقبات ومن أبرزها المشكلات المدرسية التي تؤدي إلى الهدر المدرسي بصورة متفاوتة مجالية وجغرافية واجتماعية.
