Abstract

الملخص: تعتبرالجماعاتالمحليةأسلوبمنأساليبالتنظيمالاداري. الذييرادبهتوزيعالوظيفةالاداريةبينالسلطةالمركزيةفيالدولةوبينالهيئاتالاداريةالمتخصصةعلىأساساقليمي , ولهذانجدأنالادارةالمحلية أصبحت تحتلمركزاهامفينظامالحكمالمحليالداخلىوتقومبدورفعالفيالتنميةالقوميةوذلكلقربهامنالمواطنين. و هو مايجعلهاأقدرعلىادراكطبيعةالظروفوالحاجات المحليةومعسعيالجزائرالىتطويراقتصادهاتماشيامعماتشهده الساحة الدولي من تطوارت إقتصادية و إجتماعية و الإقتصاديةللبلاد،ولكيتلعبالجماعاتالمحليةدورابارزفيحياةالمجتمعوتسييرشؤونهوفرتالدولة الإمكلانيات المادية و البشرية الضرورية للقيام بذلك،حيث عملت على توفير المصادر تمويل تمكنها من القيام بعملية التنمية المحلية، و من بين هته الموارد المالية نجد الموارد الجيائية تحتل مكانة هامة في ميزانية البلدية، إلا أنها تعتبر ضئيلة و لا تكفي لتغطية النفقات المتزايدة للجمعات المحلية ، و بالتالي تلجأ إلى الإعانات التي تتحصل إليها من السلطات و المركزية و التي تعتبر عبء على البلديات و لذا وجب الرجوع إلى الإستثمار و العمل على التمويل المحلي و كذا التنمية المحلية.
