إقتصاديات التعليم في الجزائر دراسة قياسية

Abstract

إن الأهمية البالغة للعنصر البشري وما يمتلكه من طاقات دعت الاقتصاديين إلى اعتباره العنصر الانتاجي الأول في عمليات التنمية الاقتصادية والاجتماعية، ولن يؤدي ه ا العنصر دوره دون مستوى مناسب من التعليم . فالتعليم هو العنصر الأول والأهم والمؤثر في تكوين أ رس المال البشري وعائده وانتاجيته ل ا يتم التركيز على الاستثمار في التعليم أو ما يسمى باقتصاديات التعليم. حيث تولي الدول على اختلاف نظمها الاقتصادية اهتماما بالغا وعناية خاصة بالتعليم لأنه أساس تقدمها ومعيار تفوقها. وأمام لك الاهتمام بالتعليم والزيادة في نفقاته والإقبال عليه ت ا زيدت النظرة الاقتصادية له، وتطورت كثي ا ر إلى ان اصبح ميدانا واسعا للبحث العلمي بالنظر للاتجاهات الفكرية المتعددة والمقاربات المتباينة التي تناولته. حيث أولت جل الد ا رسات المهتمة بموضوع اقتصاديات التعليم اهمية قصوى لقياس مدى مساهمة التعليم في النمو الاقتصادي بعد ان تم ادماجه كعامل أساسي من عوامل النمو الاقتصادي في مختلف النظريات الحديثة للنمو. يهدف ه ا البحث لد ا رسة العلاقة التبادلية بين الاقتصاد والتعليم من الناحيتين النظرية والتطبيقية لمعرفة مدى اسهام التعليم في النمو الاقتصادي حالة الج ا زئر من خلال قياس العائد الاقتصادي من الاستثمار التعليمي، قياسا كميا .L’importance cruciale de l’élément humain et les capacités qui possède ont invité les économes de le considérer comme premier élément productive dans le développement économique et social, ce dernier ne peut pas jouer son rôle sans un niveau approprié d’éducation .L éducation est un factor plus important et influent dans la formation du Capital Humain ainsi son Revenu et sa productivité. Pour cela il est conseillé de concentrer sur l’investissement dans le domaine de l’éducation ou ce que n’appelle l’économies de l’éducation. Ou Les Etas de différent systèmes économiques consacrent une grande importance et intérêt spéciale à l’éducation parce qu’elle est fondamentale pour son développement et un bon critère de son leadership.et en face cette importance donnée à l’éducation et l’augmentation dans ces dépenses le regard économique à ce dernier s’est augmenté et très bien développé jusqu'à s’est devenu un vaste domaine de la recherche scientifique en comparaissant à des nombreux courants de pensée et les différentes approches qu’il ont pris .Les études traitant le sujet de l’éducation - économies de l’éducation- ont donné une grande place pour mesurer le taux de la participation de l’éducation dans le développement économique après avoir été ajouté comme un factor major parmi les facteurs du développement économique dans des différentes théories récentes du développement. Cette recherche à pour but l’étude de la relation entre l’économie et l’éducation d’une vue théorique et pratiques afin de découvrir le taux de la participation de l’éducation dans le développement économique , le cas de l’Algérie à travers la mesure du Revenu économique de l’investissement dans l’éducation , une mesure quantatif.The great importance given to the Human being and the capacities he owes have pushed the economists to consider him as the first productive element in the economic and social development and this late cannot play his role correctly without an appropriate level of Education. Education plays a crucial and most influential role in the formation of Human capital ,its Return and productivity therefore, its advised to concentrate on the invest in the domain of Education. Or what we call Economies of education .The Nations in its different economic systems has given a big and special Interest to Education because it’s a fundamental factor and criteria of development and leadership. In front of such an Interest and the increase in its charges, the Economic view towards this late has been a lot developed until it becomes a large domain for the scientific research in comparison to the various approaches. Most of the recent studies interested in the subject of Economies of Education have given to Education a great importance to measure the degree of participation of this late in the economic progress ,after being added as a fundamental factor of the economic development in the different recent theories of progress. The objective of such a research is to study the different relation between Education and Economy from both sides : The theoretical and the practical one. To know how much education can be as beneficial to the economic progress as a sample Algeria. Via measuring the economic return from the educational invest, a quantitive measuring .
